I would second any mentions of the following:
Explosions In The Sky
Godspeed You! Black Emperor
Sigur Ros
It's the music going on right now that actually hasn't been made before!
Also,
Marillion! They're still going strong, and their new album will be released early next year. March 27th, if I do recall correctly.

Don't overlook "Scenes from a Memory" by Dream Theater. There's a reason it's so highly regarded. It has everything.

Try Mostly Autumn (they also published a DVD of Pink Floyd covers authorized by Rick Wright), then Porcupine Tree, Magenta, Ayreon, Spock's Beard. If you like classical contaminations, I can suggest Par Lindh Project and After Crying.
I've seen a post with a link to Proto-kaw. They are very good if you like ELP.

You should try Enchant, Threshold and Ozric Tentacles. And of course, as previously mentioned, Porcupine Tree.

I wouldn't say the best album of the 21st century, but is clearly one of the top 10 album of this year in my honest opinion.

Mogwai-Happy Songs for Happy People The most lugubrious post rock release i have listened to, the toitle is an egregious misnomer, rainy day album
Dredg-El Cielo (its good, but overrated Leitmotif is much better, its more progressive and better muscianship.
Frost-Milliontown New Supergroup with John Mitchell (Arena), John Jowitt annd Andy Edards of IQ and Songwriter Jem Godfrey. Its most technical Neo prog I have heard this year, best debut of 06.
Boards of Canada-Music Has the Right to Choose This is a masterful release from the scottish duo, Its melancholy ambient music, similar to Daft Punk and Radioheads Kid A, but much better.

This is almost too obvious, but if you have not checked out Mars
Volta's "De-Loused in the Comatorium," I would recommend that as your
first stop, especially since you mentioned Coheed&Cambria as a
favorite. Which reminds me, you may also like Protest the Hero's
"Kezia," highly technical prog-metal with emo origins. If you like
hihgly technical prog, go for Behold---the Arctopus album (they only
have one). It's one of the most technically insane albums of the past
few years. If you're looking for songs BtA is not for you. But if you
like razzle dazzle, definitely.

I enjoy bands such as Rush,Camel,Gong,Vdgg,Pink Floy e.t.c. but there is a new scene with prog-related bands such as Mew,Coheed & Cambria,Cooper temple clause and Radiohead.Can somebody recommend me some new bands and an album too?I would really appreciate it
