I almost voted Dream Theater out of compassion  but could resist at the last moment 
I think both bands are great (DT don't deserve all the mud thrown at them, well, not all of it) but there's no way they're better than Tull...

I like both.
DT wins out because they are better musicians.
James wins out because he doesn't dance about like a gimp like Ian did, maybe that was cool in those days, but I don't remember it being so. Ian's love of cats might have swayed me, but his often stupid comments when introducing songs just makes me annoyed enough to never want to watch him.
I&W doesn't have the extremely dubious lyricism that Aqualung contains, but again, that was maybe acceptable in the 70's.

I'd like to make a couple of observations if nobody minds... - The OP didn't ask anyone to make comparisons
- by saying DT or JT, I'm guessing he's asking who you like better
What I'm getting at is that if someone asked me what I like better, Orange Juice or Science Fiction Novels, I would be able to answer him, after some thought. It might be a stupid question, but if he's interested, I'll answer him. Disassociate yourselves from your own interpretations of his question and just answer it, or don't, but I don't see the need to pull it apart.
