If I am to choose from all genres I can make a huge lists of evil songs.
It will mostly contain Britney Spears and those reality show groups.
At first place we will see Carola though. Swedes and maybe some more
will know who she is. She won the European Song Contest 1991.
It's harder to think of an evil prog-song...

"Dem Guten, Schönen, Wahren" by Amon Düül 2 tells the story of a child
molester from his own view, glorifying his own deeds. this is
interspersed with calls from the public who want him whipped and
hanged. the parts of the chld molester are very evil indeed

Abduction Of The Adolescents by St. Elmo's Fire is pretty creepy. I beleive that it is about the serial child killer Wayne Williams from the 1970's. There are no lyrics, but the music is quite scary.

and Brian Eno features a recording of an exorcism. Scary stuff.

Mike Oldfield - the beginning of Tubular Bells (the Exorcist part)
Comus - their entire debut album
Genesis - the Musical Box (it's about a rapist)
Led Zeppelin - Stairway to Heaven (if all the backmasking rumors are true)
Opeth - much of the songs on their 'Deliverance' album
the Eagles - Hotel California (evil in a very subtle way)

Lots of Swedish black metal can fill that role.
Evergrey's Inner Circle and Recreation Day alnums have some very dark themes going on.
Also the new Opeth album is quite satanic in nature (according to Mike Akerfeldt it is the first one to be so)

Death makes some pretty evil noises, but for me, the whole album Reflective Depths Imbibe by Windham Hell is pretty evil. So is the "Music for Falling Buildings" demo from Velvet Cacoon, asp. "Fire Bloomed From Frost". Black metal, not exactly my cup of tea...
