well spotted!
selling england by the pound is a concept album based around sex. the "england" in the title is a metaphor/euphemism for "sex."

'Shagging England by the Pound' ??
It also deals with issues of penis envy, and homosexuality. If you look at the characters in the background they all appear to be marvelling at the huge phallic bushes, including the man!
The sleeping gardener has clearly been shagged ragged by the woman with the brolly - no doubt having used the baguette.
Lets face it, Genesis were the British Aerosmith!
