Opinions are usually divided on whether his later albums are avant garde, experimental or Croon ProgWink etc but Scott Walker has to be the 'go to' baritone of choice: Tilt, Climate of Hunter, The Drift, Bish Bosch

David Durant, from the first Mandalaband album, the lineup that evolved into Sad Café. Far as I know, he disappeared from sight afterward.

The late Kevin Ayers was a magnificent bass.  Stranger in Blue Suede Shoes is a masterpiece.

Shout out to new kid on the block, Gabriel Riccio, mastermind of THE GABRIEL CONSTRUCT. 
His unusual, low, deep vocals are what really drew me into his 2013 release, Interior City. 
Check out "Fear of Humans" or "Alien Father" to hear what I mean.

Can't remember the High Tide vocalist's name either, but good call on him anyway - he kind of reminds me of Jim Morrison, actually.

Yeah, I'm pretty sure Ronnie James Dio was more of a low tenor. He's only that deep compared to Ozzy Osbourne or Ian Gillan or Rob Halford.

Dio was definitely not a baritone or bass.

On the Black Sabbath albums Headless Cross, Cross Purposes and Forbidden, Tony Martin sings a number of songs and verses in a lower register.

If I understand correctly the kind of vocals you are looking for, I would go with Jimmy Spitaleri from the italian band "Metamorfosi"... the album "Inferno" is just amazing, and I just love the vocals from that album. By the way, the same guy has been with "Le Orme" on the last few years... so that might be interesting, they got a new album, and also a live album with some of their classic songs, but with a stronger singer and heavier guitars (and just about none of the original members if I remember correctly). I've gotta get some of those albums, I guess.

By that token, Reverend Bizarre might be of interest to you. Doom metal with baritone vocals, intricate power trio dynamics that often sound closer to mid-'70s King Crimson than anything from the Cream/Hendrix/Sabbath family tree not to mention extremely ambitious songs that meticulously build up and release tension over 10-20 mins. At least one member later popped up in Le Orne.

Therion has had a slew of great baritones and basses since they started seriously experimenting with choral voices on Lepaca Kliffoth.
