I was a bit flummoxed by this review myself; it looked like somebody trying to find hidden meanings in the music that weren't there in the first place.

Quote from the review "The film looks nice in parts but the Floyd are somewhat brutalised by being played over car stereos or tent-side transistor radios" The reviewer seem to think the film was there to support this album, instead the music from the album being made to be used in the movie. Regarding movie-soundtracks, I think they're often conceptual in themes and storie telling, but like you said, the concept is in the movie, and the music is based on the storie, and is made on basis what the movie needs.
