Gotta love female singer-songwriters, Kate Bush, Bjork and Joanna Newsom all have garned tons of listening time from me. 

The Thinking Plague women (Sharon Bradford, Susanne Lewis, Deborah Perry, and Elaine Di Falco) are all also fantastic. Imagine if they had all been in the band at the same time; I feel some interesting things could have happened. Also from the ZART world, Dagmar Krause, Stella Vander, et al are also wonderful.

Susanne Sundfor, Charlotte Church, Bat For Lashes, etc...

Gotta love Satomi from Deerhoof and Kazu from Blonde Redhead, Eleanor Friedberger of The Fiery Furnaces, and the ladies of Dirty Projectors.

Phideaux's band has some great female vocalists. Gotta give credit to Dominique from Stolen Babies for making harsh vocals sexy.

The list goes on so I'll just stop here. I do have a preference for female vocals over male vocals so I could go on and on.

Few very important female singers are missing here :
 
Crystal voice - Amanda Parsons, Barbara Gaskin and Grace Slick (If I had to pick 1 it would be BG).
Breaking glass voice - Boby Watson, Dagmar Krauze and Renate Knaup (very close match between Renate and Dagmar. I think Renate wins).
Unique voice - Kate Bush

Yes, for seeing her live, I second the Emmylou recommendation.

All the usual suspects have been cited. Now for the ones that deserve some more attention :

Polish vocalist Agnieszka Dudek (Turquoise, Ankh) has also a lovely voice :



Ukrainian vocalist, Roksana Vikaluk (who is somewhat prog-related, at least in some prog rock websites) can be recommended as well :



Spanish vocalist Patricia Tapia (of AOR band Nexx) is also incredible :


Tracey Blue of the AOR band Life On Mars should not b overlooked (listen to the song "nancy dear") :
