Best musician of all: Malcolm Jones - virtuoso guitarist with Scots band Runrig (who are not on this site). Also plays pipes, concertina, accordian and several other instruments. Bet none of you have heard of him - you should do; he's amazing.
Others worthy of consideration: Bass players Jaco Pastorius, Chris Squire. Drummers Simon Phillips (Toto), Phil Collins (so long as he doesn't sing). Keyboards Players Jon Tout (Renaissance), Jim Lockhart (Horslips), This van Leer (Focus), Mark Kelly (Marillion), Richard Harvey (Gryphon). Other Guitarists Jan Akkerman (Focus), Steve Hackett, Johnny Fean (Horslips), Andy Powell (Wishbone Ash), Andy Latimer (Camel), Steve Rothery (Marillion), Steve Vai, Joe Satriani, Gary Moore. Vocalists Ian Anderson, Peter Gabriel. Oh and the whole of Gentle Giant!

An almost impossible question to answer, but I'll try...
Drummer: Neil Peart or John Theodore
Vocalist: Cedric Bixler-Zavalas or John Anderson
Bassist: John Squire or Curtis Mead
Guitarist: Alex Lifeson or Omar A Rodriguez-Lopez (Lifeson is definitely underrated, but an amazing musicians). I think Steve Howe has to get thrown into the miz too!
I seem to have a Rush, Yes, The Mars Volta slant to my choices!

These "absolute" statements and assertions are bloody hard to defend!
Must there always be a "best," or a "winner" in our competitive society? When you have several close friends around you, do you stand up and tell one that he or she is your "best" friend? Adrian Belew. while not necessarily the absolute best I would have to say as a well balanced muscian of every instrument on his solo albums plus his dedication to the Crim puts him well above Phil Collins.

Here's another vote for Todd Rundgren.
That guy could play almost every instrument (does anyone remember if he
played drums?) and could write in just about any style worth writing in.
Just listen to "Hello, Its Me" and then "The Ikon" and see if you disagree
