Actually, HANDS is in the symphonic label. Well, that's half OK by me, but definitely far better than just art-rock. I strongly believe that bands like HANDS and HAPPY THE MAN belong in the same package.

I'm really surprised that this art rock label has become so "democratic" that it goes beyond the symphonic and/or jazz-fsuion essence of some band and then embrace it in its realm. I think this thing has gone really too far. I'm not really sure that HAPPY THE MAN and HANDS are so symphonic, but I could understand if they were labelled as such - I'm more into putting them in the jazz-rock/fusion category, although jazzy prog should suffice. But... art rock?... That's just ridiculous... in my humble opinion. Tjese bands have a very certain trend with recognisable prog features.
