I was recently (well like two days ago) promoted to collaborator status.  I think it's a good thing that only forum members can write reviews.  If someone wants to be an active expressive member of this community, they need to join it. 

It may not be a good message to say "only forum members can participate in this community".  On the contrary it may be a good message to show that this community will support it's members and still allow any other visitors to access reviews, profiles, and etc on this site.
