1. Steve Rothery
2. Nick Barrett
3. Steve Hackett
4. David Gilmour
5. Andy Latimer

Best in terms of technical skill? I dunno:

1. Steve Vai
2. Michael Romeo
3. Kiko Loureiro
4. John Petrucci
5. Steve Morse

I'm not sure.

From that list, i think Frank Zappa is way above the others, at least in compositional skills, my second choice would be Howe, but they are all great guitar players (except John Cale, i don't know this guy, and Adam Jones).
