According to George on the Anthology, he was introduced to the Sitar on set of HELP with some Indian musicians playing. He then went to an Indian shop and bought a cheap Sitar and started to learn himself. Then incorporate it into Norwegian Wood. It wasn't until the Fall of '66 after they axed touring that George went to India and met Ravi.

I've read several books and I've never heard anything about McQuinn introducing the Sitar to George.
