That would technically rule out "Van der Graaf Generator" as well because "der" just like "the" is an article, only in Dutch, and in German as well, though the German and Dutch meanings are not quite the same (different grammatical case).

Van der Graaf Generator in a landslide, followed by Banco del Mutuo Soccorso and Il Baletto di Bronzo (although Ys is probably better than any Banco record, at least to my ears). I rate ABWH as a 3-star effort at most.

I really enjoy Godspeed You! Black Emperor and maudlin of the Well (especially the former), but don't think of them as prog rock.
