Well, not identical, but both albums also have no text on the covers.

PS - According to Terry Ellis (who managed both groups), the idea and title of the Tull song Living in the past came from a line in the song Scrapbook. "I'm living in the past I'm so confused".

The Clouds Scrapbook by Clouds and Living in the Past by Jethro Tull, both on Island records. Both groups had the same manager, and he was the one who had the idea for the cover - twice.
