An engineer?

My clues were quite ambiguous, particularly the early ones (he was in an adaptation of Jules Verne's Rocket to the Moon and in Gainsborough Picture's Much Too Shy (along with George Formby)).  I would have eventually mentioned that his surname was the same as the town he was born in.
