To me it means, "this sentence may sound like I'm belittling you, but I'm really not".

Kind of like saying "no offense, but...." and then saying something offensive.

Still, I feel compelled to use this emoticon, as it's my only way of hinting that I'm not being completely serious.  I have a dry sense of humor, and that's hard to put across with just text.

... Is a right little smart ass don't you think? Everytime I see someone use it, it gives off this condescending vibe. Annoying really. Is that what it's meant for, or is it actually a more friendly wink?
