Michael Angelo Batio, I don't consider him progressive, but he has flawless technique.  George Benson would be a good bet for a jazzer.

Although I just realized....I hardly know ANY prog guitarists. So my favorite non prog one is like my favorite guitarist, period....so guess my reply is kind of pointless.

People might kill me for saying this but I find about 99.9% of Jimmy Pages Guitar solos to be absolutely hideous, the melodies, the tone, the technique. There were a few good ones though.

but luckily for him all of his riffs are absolutely amazing

my favorite would have to be the Ocean.

Oh and I chose other because I would probably have to say steve vai or Marty Friedman or Possibly even Peter Frampton

I don't know if Steve Vai is prog or not.  I like him a lot.  Page and Clapton have always caught my attention also.

How about John Fahey?  Most of the others mentioned here are hard rockers... Fahey did all kinds of interesting folk/classical/experimental stuff that is highly complex and highly enjoyable.  He was an incredible musician!
