Cardiacs, Wipers, Wire, No Means No, Unwound, This Heat, Camberwell Now, Deep Turtle.

Those are some that may fall under that category, to a different extent.

But if you're looking for some interesting Punk influenced music, I can surely recommend
Before (DK) - Wish of Life (1982) which is classified as Post-Punk (more experimenting then usual Punk).
                      quality over quantity, and all kind of PopcoRn almost beyond

I think so called Art Punk is a good suggestion to investigate further. RYM describes this subgenre in this way: 
"Combination of stripped-down Punk Rock with "arty" elements of Minimalism, instrumental interplay, elements of Traditional Folk Music, experimentation with Jazz or Funk rhythms, dissonance, and noise experimentation." And that's inside the Prog definition I'd recommend (http://www.progarchives.com/forum/forum_posts.asp?TID=72615&FID=58).
The highest ranked album in this subgenre on RYM is Television's Marqee Moon which seems quite proggy for me as well, and could maybe be classified on PA as Crossover Prog.

The bands I seem to hear mentioned the most in regards to this are:

Cardiacs
The Stranglers
Soft Boys
Wire

And possibly Television (I saw them live and they seemed more progressive than punk to me but they are almost always considered punk).

 I always though System of a Down was kind of like punk prog in some ways. I'm sure many here would disagree.
