Steve Hackett for me just over Howe and Rothery. Hackett can play anything from classical to jazz and blues. Howe is close, but I prefer Hackett's and Rothery's smooth fluid leads over Howe's choppier leads.

Howe because he is my favourite member of Yes and is never dull
 
Hackett great player but not quite as interesting to me

Hackett: Diversity, skill, emotion AND humour. But most of all because of his abilty/mastery of the use of space, harmonics, volume and decay.

These are 5 amazing players, all acknowledged as among the best. I enjoy all of there work. My favorite though is Steve Morse. I find his body of work, from the Dixie Dregs, through the Steve Morse Band, his solo career, and his work with Kansas and Deep Purple to be spectacular. There is nothing he cannot play and play well.
