Bob Dylan
Peter Hammill
David Bowie
John Lennon
Pete Townshend
Not many progrockers allright but if we are talking about people who realy have writen many good songs this are the 5 guys i whuld shoose.

Todd Rundgren and John Wetton have had their lows and highs - and the highs are amongst my favourites (e.g. Hiroshima, Real Man for the former, Waterloo 6.02 for the latter). Tom Waits, Joni Mitchell, Warren Zevon, Pete Townshend.
