for me it has to have meaningful lyrics, a good melody, emotional, passionate, intense, gotta stir something up, create a lust for more..., good musicians ... more to follow later....

If the music and/or lyrics can make the hairs stand up on the back of my neck, then that band/song has my undying adoration!
There is nothing specific that does this, just the right combination of every single element hitting at exactly the right time.
Good examples are;
Radiohead performing "No Surprises" and "Creep" at Glastonbury in 1997.
Hearing Didier Squiban's "Molene" for the first time in Brittany last week.
Seeing Hawkwind playing as the sun began to make its first appearance over the horizon at Stonehenge in 1982.
Marillion's concert at Hammersmith Odeon, 14th December 1985 (the whole lot!)
Emma Johnson playing Crusell's Clarinet Concerto and winning the Young Musician of the Year competition in 1984.
"Firth of Fifth" on "Selling England by the Pound".
"Wuthering Heights" (Kate Bush)
All neck-hair raisers - who knows why

That'd be Dalys Toruņo, lead singer of EQUINOX. A great neo prog band from Panama!

It sort of helps when the singer looks as good and sounds as good as this...

That's actually quite the way I feel myself:music needs new/fresher ideas,we cannot be stuck in the 60s and 70s forever as if we live in limbo!

Its lyricism, the sound of their music, and whether they're prominent or unknown artists, the presence on stage is important as well.

Melodies that haunt and stay with you for years - From Nick Drake to Genesis & Camel
Music that inspires and excites - Rush to Led Zeppelin
Songs that speak to you when you are at impressionable age From the Smiths, The Cure to Depeche Mode.
Music is an inspiration and a companion through good and bad times, to most people for all sorts of reasons. I listen to Music everyday, and try my best to respect the tsates of thers knowing that if they care about musci like I do, their choices probably mean as much to them as mine does to me.

I usually ignore the lyrics because I never think the meaning of the words add anything to a song. I only care about the friggin' music! That said, I love a band that can make music that isn't based on repetition and simple chordchanges.
