I like both, but there is something about Queen - I love hearing their records on the radio and they have some great tunes in their repertoire, but I can't imagine playing a whole album. I have their greatest hits and I can't get through 3 or 4 songs before I have to stop it. My vote therefore goes to The Who.

Very close, but I pick The Who. Queen is excellent, but they never topped The Who's 1971-73 output.

Queen, but it's damn close.

I know all the Queen albums, but only most of the Who's.
Ultimately bored by endless ecstasy!

For me both bands are similar in that, given the length of their careers and their reputations, they don't have that many great albums. (*prepares to be shot down in flames*).
 
For Queen, Q2, Sheer Heart Attack and ANATO are all brilliant, the rest vary from good to meh.
For The Who, Who's Next and Quadrophenia are brilliant, Tommy is brilliant in places and the again the rest vary from good to meh.
 
Just my opinion of course. Overall I prefer The 'oo.

Both bands really exelled in the department of lead singers. While Roger Daltry sort was the first iconic frontman, And made being a lead vocalist a new dimension which also Freddy Mercury exelled or some would day surpassed Roger in such regard.

One can observe how Roger gained confidence from 65 to 69 from the debute until Tommy, how he grew in both presence and swag. While often regarded as a tough guy he was the one that needed the longest time to find 'a voice' an identity in a band which spawned 3 really strong characters in the possitions of bass, guitar and drums. Based from docus Roger worked hard during late 60s to find 'hes voice' 'character and postiure' as vocalist.

Queen for me.
The first three albums are brilliant, and while they do get patchy from A Night at the Opera onwards,  there is always something good on each album.  
I must admit to really disliking some of their well known tracks now such as You're My Best Friend,  Don't Stop Me Now,  Killer Queen,  and Somebody to Love as they are so commercial and not representative to what the albums sound like

The Who without thought one.  Queen was a good act but the Who had an effect on all of rock music for a life time.

Absolutely the Who! It´s one of the rare bands doing really many contrary styles in it´s career and really successfully, for example prog & punk. Queen is quite much one style band, although not bad specially in the seventies.
