I think Sabbath Bloody Sabbath has the better balance between Prog and good songwriting. Sabotage explored further the Prog stuff, but some stuff is not that good.
Thus, for me Sabbath Bloody Sabbath is the better album and one of Sabbath's best albums alongside their debut.

I think War Pigs is their best, and most progressive song... although The Writ may possibly give it a run for its money in terms of progressiveness. Anyway, with War Pigs, you have multiple sections that transition beautifully into each other. You have an intro, a conclusion, an unusual verse structure, a middle section, a guitar solo... it is a very progressive song. That is a big part of its brilliance.

Sabbath Bloody Sabbath is a good album, and arguably more consistent. I prefer the feel of Sabotage though. Lunacy and loss of control seem to be quite synonomous with Sabbath, or anything connected with Ozzy for that matter, and I think they captured this in quite a special way on Sabotage.
