Hard to say which one is most proggy, Motorpsycho has that 70s heavy-space-rock vibe (on the last few albums at least). GYBE is post-rock, which is, well something else.
Preference is easy. Motorpsycho! (but I like GYBE too)

Motorpsycho!
I´ve never understood of Post Rock (although I tried it). It´s depressive, melancholic, rather boring than interesting for me.

Depressive and melancholic music takes you to a realm of deeper consciousness if you are willing to let it.
Ok, that´s actually the problem. I´m not willing to let it.
I´m listening to music mostly in my car. Thus I don´t want to make sleepy (in principle: forever) myself.

Godspeed = One of the best bands in history, incredibly innovative, and surely to be regarded as one of the best bands of the last couple of decades in the future.
Motorpsycho = A pretty decent band that's fun to listen to a couple of times but not much more, not very original, and probably will be entirely forgotten in the future.
It really depends on how each individual define the progressive term.
GYBE! has overall more progressive elements & structures, long songs. But they're not exactly innovative or revolutionary. And I think their songwriting is inconsistent (Lift Yr Skinny Fists... is a true masterpiece, though)
Motorpsycho are a band more progressive in the true sense of the word; ie, changing styles from album to album, and sometimes just being genre-surfing weirdos. But imo better songwriters than GYBE!
So I'm not able to choose (and I can't vote anyway :D ). Besides, these two bands are quite different, so it's kinda unfair to compare them. I really like both, though.

Unlike other post rock, Godspeed You! Black Emperor is a cathartic experience and not depressing at all. Dark and pessimistic, but constructive and inspiring. Well, atleast to me it is.
Peter Hammill's Over, now that is depressive and melancholic (and wonderful)

I´ve listened properly your sample and must to admit that´s really depressive, destructive and not inspiring!
Incidentally, I own GY!BE discography on mp3, but only tucked somewhere in my drawer. Maybe if I´d want to committ suicide, I´ll pull out it again.
