Why do these change?  
Does the site recalculate them average every time it refreshes

For my latest album "Margaret's Children" it has had 51 reviews and it was 4.06 avg. 2 days ago...4.01 avg. this morning and now its 3.99 but nothing appears to have changed?

The last review was made by Atomic Crimson Rush, and he made it on April 20th. Unless a review was added to a rating only, which would have changed things. Does indeed have 51 reviews/ ratings. Perhaps someone, or more than one cause it changed twice, altered his/her rating, or there has been some algorithm tweaking.

I am pretty sure that I read once that there is some overall algorithm involving all reviews of all albums on PA that comes into the calculation, so even though there have been no new reviews of that particular album, the reviews of other albums has caused the rating to change.

No, the rating value is purely arithmetic based upon the reviews and ratings the album receives and nothing more.
 
The chart position uses an algorithm that involves site averages, which is shown as the QWR value in the charts (which is 3.8771 for Margaret's Children).

I've manually copied all the ratings for this album into Excel and done the calculation myself: the value of 3.99 for 51 ratings (inc 2 collab reviews and 2 non-collan reviews) is correct.
 
I can only assume you are mistaken about the total number of ratings of the album not changing when you saw the average change because the only way the average can change is if there are more (or less) ratings. The last rating of this album is dated 4/21/2012 7:06:09 AM EST, which was obviously 4 days ago, and since that was a 4-star rating it would not have decreased the average.
 
I deleted the ratings of a member who had two accounts yesterday, but he had not rated this album and since was an Astra fanboy he would have given it 1-star anyway which would have resulted in the average going up after I deleted him, not down.

Having seen this from my own albums, it usually means a person who already rated the album has changed their rating.

I can think of two things that may have happened:

1. A user was promoted to Collab rank / demoted from Collab rank, changing their weighting; or
2. Someone went back and changed the value of their rating/review

Not sure if this makes any difference, but two Jethro Tull albums (APP & TMitG) were knocked off the top 20 within 48 hours without new reviews or ratings.  They took quite a tumble too (0.04 and 0.05 points respectively, which is considerable considering the number of ratings).  The last rating for either album was 5 stars, too, and both of those were from a visitor who last visited on the last day of March.

I have a hard time believing a number of people suddenly decided these two albums were bad and so downgraded their ratings.

^ That's odd - where did that link come from Rob? I cannot find it in the chart.
 
The album ID of 15201 is for Steve Unruh's The Great Divide - that album and its ratings are accessible from the Admin page and I can't see anyhting wrong with either of them, the last rating is dated 28/3/2012.
 
 
The last ratings for APP and TMitG were 24/4/2012, and "he" awarded 5-stars to both. And the last person to rate The Great Divide also rated APP and TMitG on the 28th of March.

Indeed. That page, alongside numerous others, will not display. All the data is there when looking through the admin panel. But try loading the page in a browser and
