Forgive my ignorance, but are midi-files legally available to be purchased anyway? Presumably they are covered by copyright restrictions.

Most MIDI-based sheet music is freely and legally available.

I'm sure they all get permission to host those on their website, just as ProgArchives gets permission from all copyright holders to host the songs on this website.

Midi files are medium for carrying music data, just like a CD or cassette - so they are not copyright in themselves only their content. Therefore if the content is copyright then the midifile is copyright.
 
A midi file of Al Di Meola's Golden Dawn would be copyright however badly played.
 
To be 100% pedantic, they are all unauthorised/unlicensed versions and are thus illegal.

The best you can hope for in any Midifile on the internet is some amateur playing the bassline on a keyboard while wearing boxing gloves - you will never find any midifile recording of Jaco's playing.

I did a websearch and found some of his bassparts as midifiles.  Nothing similar to "The Golden Dawn Suite"
 
Did he do other songs with similar bassgrooves?
