Any reason I can't do so? I've assumed it was deliberate when I was demoted. I was also told that I am able to do so and that I must be mistaken. I would just like to know what the ruling is. 

If it's not deliberate:fix it?

It's not deliberate, but I don't know what has caused it and can't think of a cause that makes sense. I've had to manually enable both functions for your profile - this is not normal and not related to any demotion.
