Back to William S. Fischer "Circles"...Like I said I'm not familiar with this. From your description it is fusion.

The one I know is 1972, W.D. Fisher - same (Quebec City). It is popsike/hard ,early prog with some fine organ. There is a long clip of the track, "William D. Fisher's Adventures" on youtube.
The group released only the single lp.

October's second and final release from 1980, "After the Fall," is also one magnificent, yet underrated and forgotten, jazz-rock album. The album is almost entirely instrumental; there's a dreamy vibe, intense grooves, and a far-out atmosphere that feels both super chill and enjoyable. But the actual highlight is the 12-minute epic track Charisma. This instrumental absolutely glows, not because it's long but because of its complex layers. The bass is crazy and propels the music with unrelenting power. It leaves me with this feeling of looking up at the window at the night sky; my spirit is going to wander up there and bask in the dance somewhere on the Milky Way!

Lunar Chateau was a Wisconsin trio. Novak, Paul, and Milo Sekulovich, brothers, formed the band in 1992, marking the beginning of their story. 1994 saw the release of their self-titled debut. Lunar Chateau signed with Musea Records that same year. An album of beautiful prog rock with refined tunes that often stretches in a spacey atmosphere was then distributed in Europe by that well-known prog label. Only in 2001 was their second and last album, "Beyond the Reach of Dreams," released.
