Another vote for BÖC's Mirrors. I love that album and do believe it's one of their best in spite of the consensus.

The Who by Numbers was a step away from the arena - it was really a singer-songwriter album that just happened to feature a rhythm section of Moon and Entwistle, which meant that no matter how mellow the music, there was always that charge of rock underlying it all.  It's my personal favorite Who album - not their best by a long shot, but I dig when Pete wears his heart on his sleeve......it really was a Pete solo LP, but ain't ya glad he cut it with the band?  
I like to feel the suspense when you're certain you know I am there.....

Summed up perfectly for me. I owned that album when it came out so it also has that personal connection for me. 
It seems to me that somehow The Who never quite realised the collection of quality albums that Led Zep did. For me they were the best 2 four piece bands of the late sixties and early seventies and did incredible shows but I stuggle to find that many Who albums I really want to listen to. I suppose Quadraphenia is their Physical Graffiti but the run of LZ albums up to Houses Of The Holy is only remotely matched by Who's Next.
