It's the top rubber part of a baby bottle.  I think it's meant to make a statement about how war mongers are just babies who use military might to compensate for their inborn insecurities.  Or, alternately, the missile is filled with milk.

Anyway, this is the review. Blargh. Feeling rusty and writing about a sub-genre I'm not comfortable writing about at all. But if you're interested - there it is.
