Yes.

Go into Member Control Panel and Edit Profile.

Scroll down to Signature and type the URL of the picture you want in between the HTML markers [IMG] and [forward slashIMG].

Obviously type a "/" where I've written "forward slash", this was just to stop this being interpreted as an image URL.
