I also noticed that good quality pictures look bad after adding albums. I don't know why.
And it does not happen when pictures are added from Admin area. Looks like a question to M@X.

Regarding your picture - it is too 'heavy' (400 kB), but it is recommended to add pictures no more than 100 kB. Perhaps it is the reason why it became distorted.

You know Jeff, this dirty word that is in the phrase xxxx happens ;-)

Eugene, I thought that you have fixed this RPWL, when I arrived, it was fixed. With album cover of about 34KB. I was quite afraid about these 400KB ProgShine proposed. Anyway, before adding it, I always decrease resolution in my computer. Its a matter of 15-20 seconds.

Marty, RPWL picture looked pretty good (I think it was your job), but for any case I made a smaller image from ProgShine's picture and replaced it once again.  LOL
