my guess is it was a practise piece from when they were learning the guitar, probably published in a self-teach book like Bert Weedon's Play in a Day since it was a copyright free tune.
Looking at it, it's a very simple tune well suited to the beginner: http://www.nigelgatherer.com/tunes/tab/tab4/keelr.html

Why pick this trad tune for a rock guitar solo - does it illustrate speed and complexity of playing or what?

I think you're thinking of the Keel Row Dick, a Keel being a large river boat used for carrying coal.
Having just listened to several versions of the Keel Row on YouTube, Stray's Jericho and Ash's Phoenix... I can't hear it in Del Bromham's solo but it's deifinitely there in Ted Turner's.

The Keel Roll (sp?) is an traditional Northumberland (and perhaps more specifically Geordie)folk song. However, I reckon quite a few late 60's and early 70's Uk rock guitarists seemed to try to incorporate the main riffs of the Keel Roll into a solo. I can think of Stray on Jericho, Wishbone Ash on Pheoenix, and then I'm sure (not being a huge fan) Status Quo used it a number of times, and now I hear US surf shredder, Gary Hoey appropiate it for a tune on his album Animal Instinct.
