There's not really a 'best' Eloy album, because they've played different genres.

When you really like hammond driven early 70's progressive spacerock then Floating is your best choice.

But when you like Floydisch guitar/synth driven spacerock with lots of ambient passages than Dawn, Ocean and Silent Cries are your best picks.

When you like more synth driven hardrock (like Saga) then Colours, Planets/Time to Turn and Metromania are worth checking out.

Ra and Destination are only for the fans.

Ocean II and The Tides Return to Forever are great but not a good way to start.
Visionary is more or less repeating what they do best.

I can't wait for the new albums though. Part 1 already sounds really promising.

All are great, but Codename: Wildgeese is weak.

Visionary was a neat album, my only criticism is that it's too wordy. More instrumental stretches would've elevated it substantially.

I don't have high expectations for the new album either but if it's as good as Visionary (which I enjoy a lot), I'll be more than satisfied.

But hey, it's a new Eloy and it's 2017.

I am one person who likes Frank's voice, but I think it has really declined to the point where it's hard to listen to Visionary, other than the Age of Insanity song that musically more than compensates.  As a result, I don't have high hopes for the new album, which, while perhaps admirably ambitious, might not play well to the band's strengths

And here are Eloy's placements, showing that Silent Cries was their biggest commercially followed by Colours, then more or less a tie between Time to Turn and Ocean.  Interesting that Planets was the only one between 1977 and 1982 that did not chart, not sure what happened.

I have a few of the 70s albums on vinyl including the first one that sounds nothing like the later 70s material. I think it's all instrumental and heavier sort of like Sabbath if I remember correctly. Have to dig it out. Never could really get into them because of the vocals. Some of the instrumental stuff was freaked out but always sounded like someone else. That's my take. Got to give them credit for surviving so long.

I always figured Ocean through Colours and/or Planets-T2T were their more popular albums. I love all those, plus Performance and Metromania. I dig the synth-heavy stuff.
