I always thought that the use of Mellotron added a great deal of musical drama to a composition!

The late John Hawken, keyboardist of the Strawbs, was a master of dramatic keyboards including Mellotron!

This US TV broadcast was recently released, I remember watching it when it aired!

Just
the first one to come to my mind also.
Same here, but then I
realised that the OP is seeking dramatic prog songs from the 70s, as
it's clear in the topic title, whereas "Epitaph" still belongs to the
sixties... Perhaps this one as a substitute?

King Crimson – In the Wake of Poseidon

Well, ItCotCK is 70's enough for me. It just kickstarted the 70's prog scene. And though In the Wake of Poseidon is sort of dramatic too, it just isn't as dramatic as Epitaph, that's just on another level. Perhaps, not King Crimson, but Darkness by VdGG comes very close, with a similar dramatic vocal ending.

I've always thought of Suite Madame Blue as an excellent example of U.S. prog, and honestly, it's a super dramatic tune to these ears!

Although it was released in 1969, I don't think it is possible to beat King Crimon's "Epitaph" for drama!!

I think Univers Zero's La faulx really shines as a standout dramatic track from this famous Belgian avant-garde band!

Icy River by Fantasy, in my opinion, meets the criteria.

The first minutes are dark...then the live (low video quality) starts
I stand with Roger Waters, I stand with Joan Baez, I stand with Victor Jara, I stand with Woody Guthrie. Music is revolution
