I love Arcturus, and they surely are a prog band, but they alwas have been, in all their albums, and not just "the sham mirrors". Same with Opeth, and with most of the bands you have mentioned. So i think the question should be "the best prog metal band", which is totally subjective and not necessarily much easier to choose.

I don't like Lateralus too much. Everytime I hear it, I'm amazed ... the quality of the music, the ambition and the discipline are outstanding. But it totally lacks emotion and feeling. IMO that's why Maynard put the project on halt and devoted his entire attention to APC.

Well, there are already good polls for best prog metal band, for a good one, check http://www.progarchives.com/forum/forum_posts.asp?TID=8144&KW=metal - here !
You won't find Dream Theater there, and I was also afraid to put Train
of tought in this poll, because DT have so many more fans than the
rest, which often makes the poll useless... And we all know that the
majority thinks DT is the best anyway!

Two: Blackwater Park seem to be the Opeth album that is mentioned most
frequently on this site. Am I the only one who thinks they started
getting stale on that album?
Three: And no Fates Warning on this list? Definitely a problem of framing...

PoS: Remedy Lane,
DT: Awake,
Shadow Gallery: Legacy,
Symphony X: V The Mythology Suite,
Fates Warning: A Pleasant Shade Of Grey.
Before any of the ones I know on that poll...ho humm.

The idea of this poll was to get the REALLY HEAVY albums in, to see
what fans of heavy prog metal like. The line has to be drawn
somewhere, so I would rule out Pleasent shade of grey and Legacy, but I'm sorry I didn't include Awaken the Guardian for
example. I was going to include Sympony X - The odyssey, but what can I
say, some things you just forget...
Hey, why don't we make a poll with ALL the prog metal bands on progarchives?! Oh wait,
i guess that what the http://www.progarchives.com/top-prog-albums.asp?style_id=19&album_type=1 - prog metal TOP 100 is for... Now THAT'S a real good listing!!!
Keep the candidates coming though, it's valuable to all of us who like
prog metal. Hopefully the poll and the thread will give you some new
bands to listen to. And check out the thread I mention in the first
post.

Ice Age are OK; IMO, their second album, 'Liberation' is worth exploring, especially for the opening track 'The Lhasa Road'

Riverside's Out of Myself is an absolutely fantastic album.I really like Andromeda,especially Extension of the Wish.I just recently purchased II=I,good album,but a little more melodic than Extension.I have just recently discovered Sieges Even and think they are awesome,I only have A Sense of Change and Sophisticated,though.

He he, actually, I'm currently listening In the Woods, I think they aren't prog, they started as a mmmh... melodic blackmetalish band, then they get less metal, it hears like a sad and slow rock band, IMO.

Green INcarnation? Perhaps you mean Green Carnation? If so, it was
founded by Tchort, from Emperor. Long flowing tracks with many parts,
many of which are acoustic. Has romantic and pastoral elements to it.
Of more well-known bands, I would say that Opeth is the most comparable
(though Opeth get a bit more intense).
Sieges Even are a highly technical thrash band. Not quite Watchtower,
but not far. Lifecycle is the most technical I've heard from them, but
the vocals are dreadful. A Sense of Change is more like late 70s Rush,
less technically dazzling than before but better musically.
In the Woods have a similar appeal as Green Carnation, perhaps a bit
more gothic and doomy, maybe leaning a little towards early Third and
the Mortal.
Fantomas are a different beast all together. If you've heard John
Zorn's Naked City, you'll have decent idea what to expect. While
Fantomas does do several things, their claim to fame is very short,
hyper-blasting songs that cover many different genres in a mad dash,
jump-cut sort of way. It's a supergroup, with Mike Patton (Mr. Bungle)
leading things on vocals, Trevor Dunn (Bungle) on bass, King Buzzo
(Melvins) on gtr and Dave Lombardo (Slayer) on drums.

Concrete lake is the heavist of PoS albums, I think you'll love it. I
