hi everbody my brother just got some money for christmas and want to learn to play the bass. he is looking for a very beginner but decent bass for under 150 dollars. and i obviously mean electric bass. thanks peoples.

You can't get a really decent bass for less than $150, I'd say. However, the cheapest Yamaha RBX at around 180 should be a good buy.

The Ibanez SDGR is a decent bang-for-your-buck bass from my experience.

Could be a good choice.

For a beginner, the cheap models of Silvertone could help - they're cheap and they'll get you through the first steps, but you'll need something better after that. Their new line is being designed by Gregg Bennett, which is an improvement for the guitars, but I can't recall whether he is redoing the basses as well.

Soundgears are great, except the cheapest models, which unfortunately are the only ones in the price range specified above.

Go for a Yamaha RBX 120 instead.
