I think I've provided a fairly complete list. I only used bands who are listed on progarchives, so no complaining that they aren't prog. And since I'm sure you were dying to know, I voted for Opeth.

I dpn¿t know who qualified them as Art Rock but I'm sure it's a mistake (It happens even in Prog Archives a few times), because they are anything but Art Rock, anyway Useful, don't only read the qualification, read the biography, Bob McBeath describes Uriah Heep perfectly in just two lines of the bio:
URIAH HEEP’s music covers a multitude of styles. In prog terms, their style is more toward progressive metal, with symphonic overtones while always retaining a strong focus on melody. |
If you're still not sure, read Gibraltar Enciclopedia of Progressive Rock, one of the most respected progressive enciclopedias:

I don't know many of the bands listed... but from the ones I do know (Theater, Savatage, Ink, Tool, Ayreon) Tool is by far the best.

For me, Pain of Salvation is the most innovative prog metal band and the one with the strongest PROG ingredients (IMO!). They're so different from all others, they've their very own sound and with Daniel Gildenlöw an indubitable terrific singer.

A year ago i would have voted for Tool but since then I have discovered Pain Of Salvation and they are my number one now.

Mercyful Fate is one of the rare metal prog bands (not prog metal). people say it is black metal, but i find them metal prog too.
by the way, the electric guitar of Pain of Salvation is too alternative to qualify them as metal.
if uriah heep is metal, then Nektar is metal too.

You can't really call Porcupine Tree metal, even In Absentia, their
heaviest album, is just hard rock, nae quite metal, and most of their
other stuff is psychedelic rock

There is a difference between "best" and "favorite," and since the poll asked for the best, I gave Dream Theater its props. I disagree that DT lacks substance: There is a glut of European prog-metal that seems to understand the style without understanding the soul. DT just doesn't fit that description (although LaBrie's Mullmuzzler nearly does)--no band that counts Mike Portnoy among its members can be said to lack substance or soul.
As for favorites, I am torn between Vanden Plas and Blind Guardian.

My current top 5 of prog-metal...
1. Psychotic Waltz... One of the most underrated bands of all time. I always described their debut as "what would happen if Iron Maiden collectively dropped acid and decided to write a proggressive metal album." Heavily influenced by everything from Jethro Tull, the NWOBHM scene, and Pink Floyd, "A Social Grace" is one of the greatest albums of all time." Their later material goes into a more groove approach that, although not quite as good, still manages to impress. So far, it's the band that best combines two of my biggest passions in music... prog and metal.
2. Opeth - The band that helped me to tolerate death metal vocals and get me even more obsessed with prog-bands like Camel, Opeth is a fantastic example of extreme musical dynamics. At first glance, it would not appear that that lucid and soft acoustic could work within the context of death metal, but Opeth takes preconceived notions on both genres of music and shatters them. More than any other band, Opeth has opened up so many doors for me.
3. Pain of Salvation - A more recent obsession... one part Andrew Lloyd Webber, one part metal, one part unknown, PoS are a band that are hard to pin down musically... there are so many things going on in each song that it's almost absurdly hilarious how well it all comes together. Unlike so many prog-metal acts which simply take Dream Theater's style and ape it, here's a band that does something daringly original and does it well. Brilliant.
4. Fates Warning - Often considered the "first" proggressive metal band, Fates Warning is certainly one of the best. Starting off as a complex power/thrash group with John Arch's complex vocal lines, the band eventually evolved to creating emotional and understated mood pieces. For the past decade, they've been doing some of the most original work in the genre... superb.
5. Cynic - Also worthy of mention here are other technical/jazzy metal bands that came out around the time Cynic released their magnum opus "Focus," specifically Atheist's second album "Elements" and recently Spiral Architect's debut as well. Also would like to mention Arcturus, an avant-garde post-black metal band who's last album, "The Sham Mirrors" is certainly one of the most progressive and unique metal albums I've ever heard...

A PIEDI NUDI, the most symphonic of all prog metal bands.
ALTURA is good too.
QUEENSRYCHE were the best at their beginnings.
Note that Spastic Ink and LTE are not prog metal but fusion-metal.

I wouldn't consider Opeth as Prog Metal
They started out as Black Metal,then Symphonic Black Metal.I would consider 'Damnation' as Progressive Folk - mainly due to the influence of Steven Wilson(band member,who is vertially Porcupine Tree).
I would consider Porcupine Tree to be Neo Prog or New Neo Prog now.
My favourite - prog end - of Symphonic Black Metal album would be 'How to measure a planet' by The Gathering.This album is certainly more progressive than any Opeth album.Their latest studio offering has gone more in the Trip Hop direction though,similar to some of Radiohead's offering's/ or Mezzanine by Massive Attack.

I'm far from an expert in the metal end of Prog, but am currently really enjoying the album "Gaia" by Spanish band MAGO DE OZ. It's a concept album, and has some excellent heavy guitar work.
ProgArchives lists them as Folk Prog because they also use violins and flute, and parts of the songs have a Gaelic feel. But, believe me, this is heavy with lots of metal. The mixture of heavy axe work with the Gaelic influences in places is very pleasing.
The band has eight members, so the sound is very full and layered. And they have a couple of guest guitarists too on some tracks (so three or four guitarists on some tracks, plus bass). These guys are extremely proficient musicians and really rock. I recommend this album to anyone who likes music with plenty of guitar work. I don't know their earlier albums, but "Gaia" is a very good album in my opinion. If you can, check them out and see what you think.

1) cynic - really an prog MUST have!! this album (their only: focus) is a gem, for the ones who are fighting with the length.. there is an 2004 rerelease with bonus songs.. take it and listen, you're not worthy voting.. before listening to this album really!
2) novembre - ITS A SHAME THAT THIS BAND ISN'T ON THE ARCHIVES YET! this is also an great band, a bit simmalar to opeth.. but then.. ITALIAN.. Haha.. it was the first thing I mentioned about this band.. there's something italian about it.. Really.. please just take a listen, most recomendable for opeth fans.. I personally prefer it more then opeth itself! (note: novembre is NOT an clone!)
3) agalloch - also one band way unknown for what they really have done!.. I keep on bugging everyone here untill someone has an opinion about this band.. If youre searching for an album to buy I would reccoment pale folklore!
4) in the woods - really 3rd WITH agalloch.. this is one of the most original bands I know of.. when expecting to know what happens.. they always take their twists and turns.. the end of "heart of the ages" (the song) is really something I've never heard before.. Same thing about :
5) Drawn - With members of in the woods and trail of tears.. a great band.. only the singing sometimes let me a bit down..
6) green carnation - Tchort managed after LODDOD to build something great yet again!..
7) Opeth - ok.. you know that already..
8) Disillusion - Back to times of splendor, wow! extremely recommended to fans of older metal.. and prog.. They've toured with arcturus.. wich is already on the archives.. certainly a lot heavyer then most of the bands here.. but definatly worth a try!
9) ved buens ende - yeah I know I have to owe it to this site but still.. it isn't there!.. do something about it

I would like to say that it's really too bad that there isn't watched any further than dream theatre.. Maybe the name "show-off theatre" is a better name? JUST TAKE AN LITTLE STEP FURTHER!!!!.. and if you really like turkey and dream theatre.. listen to orphaned land.. I sence more than just influences of both of these!
