I'm going to ask a somewhat serious question for once. Why is PA on EST?

I'm not suggesting just because i'm a brit it should be on GMT (although of course it should be!) but just curious that's all?

A lot of organisations standardise on UTC, that I think is GMT anyway.

Is this because servers are hosted on east coast of the States?

The site is set to EST because the owners live in Montreal,Canada.
As Mr Ellingworth quite rightly points out,you can set the time to what ever you want in your "user settings" page.
