My top three out of these would be, in no actual order:

Captain Beefheart and His Magic Band - Safe as Milk
Pink Floyd - The Piper at the Gates of Dawn
The Velvet Underground & Nico - The Velvet Underground & Nico

(really like Cream, Beatles, Nico, Tim Buckley and The Monkees too)

Funny that they choose Astrud Gilberto's far from career highlight Beach Samba over something like Leonard Cohen's debut. A more relevant comparison would perhaps be my Francoise Hardy-pick, but I'm guessing these guys have never heard a french language album in their life.

Also: I'd much prefer something like Art - Supernatural Fairy Tales or The Strawberry Alarm Clock - Incense and Peppermints over The Beau Brummel's.

Ten additional favorites neither in part 1 or 2:

Andrew Hill - Compulsion
Leonard Cohen - Songs of Leonard Cohen
Françoise Hardy - Ma jeunesse fout le camp...
Pete La Roca - Turkish Women at the Bath
The Rolling Stones - Their Satanic Majesties Request
Phil Yost - Bent City
Pharoah Sanders - Tauhid
The Beatles - Magical Mystery Tour
Herbie Mann - Impressions of the Middle East
Philip Cohran and the Artistic Heritage Ensemble - On the Beach

Two more favorites not included (your remaining ones are in the second part of the poll)

While I do love it for it's many highlights, I will never understand how an album with some very average songs on it such as Getting Better, Fixing a Hole and When I'm Sixty-Four - can be the best of all time for anyone. If Penny Lane and Strawberry Fields Forever where there instead, I could kind of see it.

Sgt Peppers is a concept album. So, all the songs fits nicelly, we cannot replace any. A masterpiece!

I'm going with The Velvet Underground & Nico. I like Nico's The Marble Index from 1968 even more (quite a timeless album in its way and Nico has influenced various of my favourite singer-songwriters)

It pains me to have to choose between Pink Floyd, Beefheart and VU & Nico, but the Piper it is today.

Really? What concept have I missed that would be ruined with Strawberry Fields Forever and Penny Lane replacing say... Getting Better and Fixing a Hole?

I don't even know how Sgt. Pepper is a concept album anyway. I mean yeah, the intro and reprise are connected, and... uh, that's about it

Don't get me wrong, I absolutely love Sgt Pepper. But the "conceptual" aspect of it has always been a bit overstated in my opinion

We have two types of concept albums.
One who "tells" a story and another where all the songs revolve around one central idea. Sgt Pepper belongs to the second category...

Ok. So what's this one, central idea then?

What is the concept behind Sgt. Pepper?
The idea for the album was Paul McCartney's; the goal: to extinguish the trappings of Beatlemania. “Let's not be ourselves,” he proposed to his bandmates, “Let's develop alter egos…to put some distance between the Beatles and the public.” They would be the fictional Sgt.

^I see. Yes that rock solid concept obviously leaves no room for those two far superior songs. Anyway:

"In keeping with the Beatles' usual philosophy that tracks released on a single should not appear on new albums, both "Strawberry Fields Forever" and "Penny Lane" were left off Sgt. Pepper's Lonely Hearts Club Band. Martin later stated that this was an approach that he had encouraged, and it was a "dreadful mistake"
