All of those specific vocalists annoyed some of the listeners to the point they can't stand their bands, but also intrigued others enough to gain cult following or even a large fan base. Who is your favorite?

Francesco di Giacomo, Peter Hammill and Dagmar Krause.

I don't know many of them, but Francesco di Giacomo is one of my very favourite singers. One of a kind, indeed. Peter Hamill is wonderful too, of course... in his own special way. And I wouldn't put him in the same level, but Geddy Lee can be awsome too.

I don't consider the voices of Peter Hammill, Roger Chapman, Dagmar Krause or Damo Suzuki (I am not familiar with the others) to be weird, but then I live with Friede, and she really does weird things with her voice

Francesco di Giacomo - weird voice? How? (this got me to locate Io Sono Nato Libero and listen to it for the first time in years, so I can't complain. Still brilliant although I prefer their two first)
My favorite among the ones with a naturally weird singing voice is probably Damo. My two other favorites in the poll: Peter Hammill and Demetrio Stratos got fantastic singing voices that they occasionally use in a "weird" way.
Btw: Something strange happened to me regarding Dagmar Krause's voice. I fell for Art Bears and Dagmar immediately and I much preferred them to Henry Cow (not anymore). But at some point her nasal, Weimar-era cabaret way of performing got on my nerves. Now I can only listen to her on Slapp Happy's beautiful "pop-album" Casablanca Moon. There's a quite lovely and relaxed singing voice there when shoulders are lowered. Well I'm exaggerating a bit - and its my fault not Dagmars, but on any other album my ears grow tired after about four-five minutes of her.

Pat Moran (Spring) should be here, he had the oddest voice I know of in Prog music. Roger Hodgson is another one. And I'm surprised to see Czeslaw Niemen here, IMHO he had a very mature and distinguished music voice.
Of these I'll say Geddy Lee.

weird voices? weird poll?
some of those options are considered among the greatest vocalists ever to grace prog. In particular the two Italians.
sticking to the theme.. not voting favorite (Stratos) but favorite 'weird' vocalist of which Stratos was nothing close to weird.
Easily early Geddy... his shrieking elf vocals did more to raise that group from musical and lyrical medicority than the Necromancer could have ever done on its own.

Voices can be weird and good, but what's weird and good to one person may not be to another. Of course there are certain musical standards for what makes a technically accomplished vocalist, but distinctive vocals are often more important to me than technical virtuosity. I do like some very technically accomplished ones such as the opera-trained vocals of Topi Lehtipuu of Koyry-Kone, but there are a number in the list that I think have both great range and tone (i.e. good/ accomplished) but also have quite a unique style.
I think that distinctive is a more apt descriptor for the selection. I would have included Roger Wooton.
In best singer polls, I have often chosen Francesco di Giacomo as the best singer (of course best and weird are both rather subjective) and Demetrio Stratos is another particular favourite of mine. I like most in the list, and most I consider to be good vocalists with distinctive styles -- I'm not keen on Geddy Lee's voice, and much prefer the similar, but odder voice of David Surkamp.

I'm guessing its weird as in unconventional and I can understand most of the options included to an extent. Still don't get what Francesco di Giacomo is doing there though.

Between the voices on this pool, my favorite ( including that I love their bands) "weird" voice is Geedy Lee follow by Francesco di Giacomo, but I think which Bernardo Lanzetti from AQUAFRAGILE and PFM is also very "weird" !!!!

Sounds kind of like Phil Collins when Phil Collins sounds like Peter Gabriel, which is kind of Fish-y.
Diamanda Galas is another who is rather unconventional.

Fish sounds more like Peter Hammill, and on purpose. it is not for nothing that the covers of two Hammill albums, "Fool's Mate" and "Over", appear on the cover of "Fugazi".
Fish was originally supposed to sing the role of Montresor on Hammill's "The Fall of the House of Usher". but it turned out their voices were too similar, so he was replaced by Andy Bell

Fish sounds rather like a cross between Gabriel and Hammill to me, but really I just wanted to make a silly pun on the word fishy which means strange and weird. Incidentally, I know some people who love Fish's and Gabriel's vocals who hate Hammill's vocals (not just his histrionics) -- I like Hammill more.

that's true and quite funny, especially since Gabriel and Fish do a lot of "histrionics" themselves.
"fishy" actually means "improbable,asastory;unlikely;ofquestionablecharacter;suspicious:"

I rather hate Gabriel's vocals (well, not really hate anymore, but still I'm not so fond of them), nor do I particularly like Fish's vocals (though I do love the music of Genesis and Marillion with them on board), but I do love Peter Hamill with VDGG (well, perhaps not always, but when he's great, he's another thing).

I was 13 when my mate bought 'Desperate Straights' - at that age, Dagmar's voice seemed to come from another dimension. Still wonderful - I was lucky enough to see her perform News From Babel songs at the Lindsay Cooper tribute concerts in 2014.

Sincerely love most of these vocalists, though they all certainly take time to learn to appreciate. Went with Peter Hammill.
I do find Surkamp the hardest going of this lot (if you don't like Geddy, you're really going to have trouble here . . .).
Czeslaw Niemen doesn't seem strange to me, and I didn't know that was a controversial voice.
I guess you could add Christian Vander (and all of the Magma singers)--note: I LOVE Magma, but they are a good example of a band some just can't get into at all because of the vocals. János Kóbor from Omega was also a tough sale for me for a while.
Some definitely think Kate Bush, Bjork and Mike Patton have weird voices too.

I actually rather like Lee's vocals in some songs and don't dislike them. I feel like playing Bastille Day right now (his vocals are quite wobbly on that one -- guess I like my vocals like I like my panna cottas).
As for Kate Bush, love her, but she is quirky -- especially with her early stuff. Her high, child-like vocals, such as her early Wuthering Heights, mixed with her changes to a deeper register in particular are different (as well as some effects she employs), and her dramatic vocals may seem eccentric at times. I prefer the word unique for her, and that makes her special.
And who said Kate Bush's vocals are weird?
Please don't get me wrong--I'm not saying I think Bush's voice is weird. I'm a huge fan and love, love her voice.
I was just adding on to the OP's charge--voices that some people have said they find so weird that it has blocked their ability to enjoy that band or artist. As much as I've tried to convince them otherwise, many people I've known over the years have said exactly this about Kate Bush. Frustrating, I know.
I'd second Robert Wyatt. [Again, big fan, but I've known plenty of people who just can't get past his voice.]

the late Robert Calvert of Hawkwind who also made solo albums had a kind of weird voice; he hardly hit any note right. nevertheless he is one of my favorite vocalists. why? because his voice had character.
here an example of his "singing":
