can anyone explain what criteria is being used? If it's hair, then I would probably have to go with Wakeman's flowing golden locks. If it's not hair, then what?

Surely that doesn't surprise you but sadly , no, they are not kidding you at all.
Simply because of the formidable size of his output and the incredible quality of his work Eno stands out like a bright shining beacon but I'd even put Harper and Wyatt ahead of Hammill .... damn it all probably even Wakeman.

Wakeman because he looks like me (I have been mistaken for both him and Chris Squire in the past) and he's a grumpy old sod like me.
Pity he's so f*****g right wing, though (not like me!).
I also like Eno a lot.

In that case I vote for Mr Wakeman for being a grumpy old man, for his column in Prog and for his being mistaken for Richard Clayderman story.

Went to a San Francisco modern art exhibit that was accompanied by Eno's ambient music, and it absolutely bored the s' out of me. Just awful.

Actually, you are certainly right about Fripp and Gabriel, they would win just about any poll around here. But not Waters nor Jon Anderson, not on this site anyway (though I do prefer them both over Fripp and Gabriel). Ian Anderson I guess would win many polls, but I guess he's not in the same league as the first two on this site. I guess, for another winner, you might just as well add Bruford.
