Erm... ghosts are not real, ergo the recordings are not of actual ghosts.

Consider this: It is estimated that 108 billion humans have been born on this earth since the dawn of man some 250,000 years ago. Of those 108 billlion, 7 billion are still alive so there are 101 billion dead, or 14 potential ghosts for every person living. Now I don't know the ghost-to-dead ratio, but even if it is some really small number these numbers mean that ghosts should really be far more copious, and be seen by far more people than they are reported to be. 

People also report seeing ghost animals, such as horses and dogs, so it stands to reason that there should be ghosts of all the animals, especially the ones we hunted/farmed and ate. Those animal ghosts would also include extinct species like dinosaurs, dinosaurs roamed the earth for 165 million years and the population at any one moment in time is estimated to be around 100 million gives an conservative estimate of 160,000 billion dinosaurs that ever lived, which is 22,857 potential ghost dinosaurs for every person living... 

Now, ghost also appear to people as fully-clothed spectres, never naked. This means that not just objects such as clothing, chains, carriages, weapons. etc., but all inanimate objects, like my dead ipod, could return as ghostly apparitions, yet they don't.

Also, since animals and inanimate objects can be ghosts then all dead plants are potential ghosts, especially those that suffered a needless and cruel death such as the potted begonia that I killed by neglect some years back... surely if anything would return to haunt me then it would be that.

Several PA members have reviewed this Wilson work and said that some of the sounds are reputed to be actual recordings of supernatural sounds, ie, ghosts. It's not said where Wilson accessed these sounds.

Another reviewer said they are merely odd processed sounds from old  vinyl that are eerie.

Other reviewers here have stated that these are sounds from recordings of the dead conversing with the living. This is not really true. It is, however, inspired by the work of Konstantin Raudive who tried to communicate with the dead and capture the sound on magnetic tape. Notice the key word here is "inspired". The sounds here are actually processed sounds from old 78 records, processed piano sounds, crackling sounds from old vinyl (which is pretty common on BC albums), and other atmospheric sounds from drones created from various sources.
