Check out the live version of the Pretty Things/ S. F. Sorrow.  Narration is by Aurthur Brown.  This is the first rock opera.  Pete Townsend heard the album and this record was the inspiration for "Tommy."

Not prog per se, but how about Magica from Dio.  It is a metal concept album from one of the best voices in heavy metal.
 
Also, ex-Dream Theater vocalist, Dominici, has released 2 of the 3 albums of his O3 Trilogy.  The first album is more him singing with acoustical instruments, whereas the 2nd album has more of a DT type feel to it.
 
And how could I forget Fates Warning's A Pleasant Shade of Grey.

While I am at it:  I mentioned Frameshift in my first post.  The creative mind behind Frameshift is Henning Pauly.  He has a solo album called 13 Days which is a concept album.  He also is the main cog behind the band Chain and they have two concept albums called ".exe" and "Reconstruct".  Probably worth checking at least one of these out and if you like it there is a good chance you might like all of them.
 
In addition, new supergroup, Amaran's Plight released an album in 2007 called Voices in the Light, which is also a concept album.

Checked this out, I am liking it, except for the narratives, the "actors" aren't that good.

I'm sure its been mentioned, but I cant find it, DT's Metropollis 2000 Scenes From A Memory.
 
And seriously, check out Rick Wakeman's Journey to the Center of the Earth. Sure it has its cheesy moments, but overall, its an amazing album.

Come on people, I know you can do better than this, I have heard most of this before, I need new stuff. Also, this decade, please, not that I don't like older stuff, but, I would prefer the stuff of today.

Well here are some modern ones:
Coheed and Cambria: their albums all form a story together
The Dear Hunter: all of their albums form a story line, but so far only 2 acts of 6 have been released
Nine Inch Nails - Year Zero: not prog but amazing for a modern (commercial) record
who hiccuped endlessly trying to giggle but wound up with a sob

Also, Sieges Even's The Art of Navigating by the Stars is not a narrative concept album, nor is Fates Warning's A Pleasant Shade of Gray, at least from what I can tell.

What about Devin Townsend's Ziltoid the Omniscient?  Have you heard that one?  Here are my favorites:

I have heard of all of these, but, I think I might check out some of Neal Morse's solo stuff..

Also, Ziltoid is fantastic.
