Agreed, it's open to manipulation as I've just proved by voting for the same person twice.
Ironically, when I posted polls where just one vote per person was allowed, several PA members complained I should have enabled multiple voting. Smile
 
It's a case of trying to please everyone at once and ending up not pleasing anyone. Wink
