Heart:
Peter Hammill because i don't know anyone else with that splendid voice
Peter Gabriel because he is art on two legs (or was in his most prog years)
Jon Anderson because he sings like a little angel
Syd Barrett because he's crazy diamond

Under the rocks and stones,
there is water underground

I might get shot down for saying this, but I rather like Adrian Belew's voice.
I like Phil Shulman, too. And Peter Hammill.
John Anderson as well, if only because it sounds like falsetto even though it isn't.
I like Tim Smith, believe it or not, in the instances when he is on-key.

Generally not that fond of singers, but Adrian Belew is wonderful in King Crimson. Phil Shulman and Ian Anderson aren't bad either.

Verses of Funny Ways, Isn't it Quiet and Cold, The Edge of Twilight (verses), Black Cat, Prologue, beginning of Peel the Paint, A Dog's Life, midsection of River. As far as I know, these are his only solo performances.

Phil Shulman's voice is a bit more forceful than Minnear's, but not as strong as Derek Shulman's; I think it's a happy medium.
