I am not that familiar with either of them, but from what I understand I think that they might be up your alley.  Jeff only released an album or two before his tragic death.  His father, Tim, is a fairly famous folk rock singer though.  And I think that Rico's Heart is probably your answer.

Toby's voice on the early motW albums and on CotE reminds me of Jeff Buckley.
