1980s' other Progressive Rock than Neo-Prog?

I guess, not so few people would say that in the '80s, there was not much else proper Progressive Rock than Neo-Prog 
- if to define Prog strictly and not include Prog Metal.
That's certainly not my opinion, as there WAS much else, as for instance these favourite albums of mine:

I'm not sure I can accommodate the dismissal of J-R Fusion, Avant/RIO, Zeuhl, and Prog Metal music and bands from people's consideration of that which is progressive rock music: it's all one and the same to me. Heck! Even a lot of the experimental pop, New Wave, and techno-pop in the 80s always felt "progressive" to me (and it was certainly still rock 'n' roll). Thus, I find it sad and narrow-minded to not include artists like Pat Metheny, Univers Zero, Swans, Shub-Niggurath, Klaus Schulze, Allan Holdsworth, Earthworks, David Sylvian, XTC, Ozric Tentacles, Queensr˙che, Ryuichi Sakamoto, Brian Eno, Jon Hassell, and even The Fixx in a discussion thread like this.

Hmm.. are there any non-Japanese late 80's (1987-1989) ELP style albums? I've already checked out the Japanese ones so that's why I'm being so specific. There's a couple of Early 80s ones but I have no idea if this type of music carried on later outside of Japan.

One could wonder how big a difference there was between the '70s and the '80s when talking about quantity. Well, according 
to RYM, the '70s had 360-520 releases each year while this amounts to 170-360 for the '80s. Only about 10% of the '80s releases 
was by Neo-Prog.

When talking about quality and characteristics, one can wonder how much of the '80s Progressive Rock can be comparable to 
the classic one from the '70s. I think that can at least be said about Avant-Prog, RIO and Zeuhl, which, again according to RYM's 
informations, amounted to about 20% of all the releases in the '80s. ( https://rateyourmusic.com/genre/avant-prog/ )
There was surely also quite a bit of other albums, for instance some of those on my list.
