I guess IQ will garner most votes here for Ever, and rightly so. With The Window of Life I started to get enough of Pendragon; it is good, but to me it suffers from that famous "more of the same" syndrome. I'll give my love to Landmarq. I think their first album is better (but there it was up to Casino...), but this one is great too, with the excellent Damian Wilson.

The razamataz is a pain in the bum

I only know the IQ album so should probably not vote but its doubtful any of the others would beat it. Perfect album.

Mercy Train: probably only on this list because of its members, but not "neo-prog" in sound by any stretch.
It is is still frequently in my cd player even after 30 years. I love its heavy guitars, majestic keyboards and grungey vocals. It could even be seen as a Threshold album, as it has both Karl Groom and Richard West, the only Threshold members to have been on all of their albums. 
On the subject of which, in my book, "Wounded Land" should also be in this poll.
