Both are very good, but the first act of Joe's Garage is among the best that Zappa composed, so yes, Joe's Garage acts 1, 2 & 3.

Well, actually the album is called La Grasa de las Capitales and it's by Serú Girán, a very important band led by Charly García. The cover parodies the magazine Gente. Both the band and each of its musicians are incredibly important in the Latin American music scene (especially Charly García, who, along with Spinetta, is one of the Argentine rockers known by practically anyone who speaks Spanish).
